A site is down, or a new one has to open before the ordered circuit can possibly arrive. The useful question is not what the best connectivity is — it is what can be working this week.
Usually the fastest real business circuit. If there is line of sight to a tower that already has capacity, installation is a matter of days. Symmetric, and it can carry an SLA, which separates it from the improvised options below.
If another tenant or an incumbent provider already has infrastructure in the building, delivering a new service over it is far faster than building anything. Worth asking before assuming a new install is required.
Fast to deploy and appropriate as a stopgap for a small site or for keeping payments and email alive. Not symmetric, no meaningful SLA, and capacity that is shared with everyone else on the cell. Useful, but do not plan around it.
New fiber to a building that does not have it. Civil works and permits run on timelines nobody in the commercial conversation controls, and a promise otherwise usually means the survey has not happened yet.
A short-term circuit for a site that will not exist in six months is a distinct product, not a discounted permanent one. Ask about minimum term, whether the installation cost is amortised or charged up front, and what happens to the equipment afterwards.
The most useful outcome of an emergency install is that you keep it. Wireless deployed in a hurry as the primary becomes, once fiber finally arrives, the diverse second path you would otherwise have argued about for a year. The incremental cost of keeping it is small; the value is that it shares no infrastructure with the fiber.
