IP transit is the service that carries your traffic to the rest of the internet. You announce your own IP prefixes to the upstream over a BGP session, the upstream announces a full routing table back, and from that moment your network is reachable from every other network on the internet — not just from the networks your provider happens to peer with.
That is the line that separates transit from the two services it gets confused with. Peering gives you a path only to the networks on the other side of that exchange or that private interconnect: cheap, often free of per-megabit cost, but partial. Dedicated internet access gives you connectivity without the routing control — no BGP session of your own, no prefixes of your own, no say in how your traffic leaves. Transit is what you buy when you need the full table and the control.
Brazil concentrates an unusual share of its domestic traffic inside IX.br, the public exchange operated by NIC.br, with São Paulo as by far the largest location. The practical consequence is that a network which joins the exchange can reach a very large portion of Brazilian eyeball networks without paying transit for that traffic. Transit still matters — the international table has to come from somewhere — but the ratio between what you peer and what you transit is different here, and a provider who prices your transit without asking about your peering plan is not paying attention.
The second difference is geography. Capacity, price and lead time in São Paulo look nothing like capacity, price and lead time in Belém or Cuiabá. A quote that does not name your exact address is a guess.
