A carrier broker does not own fiber and does not resell capacity from its own network. It sits between you and the carriers: one requirement in, feasibility checked per address across every carrier that can serve it, and comparable options out.
A reseller sells one upstream's product with a margin: your options are that carrier's options. An aggregator bundles several but typically steers to whichever it has the best commercial arrangement with. A neutral broker is not tied to any of them, which is the only arrangement in which the recommendation is worth anything.
Use one for multiple sites, for addresses outside the main capitals, when you are not in Brazil, or when you need a diverse second path and somebody has to verify the routes do not share infrastructure. Do not use one for a single site in central São Paulo in a building already served by several carriers, with an in-house team that knows the market — go direct, and an honest broker will tell you so.
