Deploying network infrastructure in Brazil as a foreign company is rarely blocked by technology. It is blocked by sequence: several of the steps have long lead times, they depend on each other, and starting them in the wrong order costs months.

The local entity question

Most Brazilian carriers will not sign a contract with a company that has no CNPJ — the tax registration number every Brazilian legal entity holds. Incorporating takes time, and until it is done the carrier conversation cannot even begin. This is the single most common reason a Brazilian deployment stalls before any equipment is ordered.

There is a way around it. A local partner can contract on your behalf, so the circuits are ordered, delivered and running while incorporation proceeds in parallel — and the contracts can be transferred to your entity afterwards. That is what no CNPJ required to start means in practice, and it is usually worth several months.

Where you land matters more than you expect

São Paulo concentrates the carrier density, the exchange capacity and the carrier-neutral data center market. It is the cheapest and fastest place in Brazil to put a point of presence, by a wide margin. Rio de Janeiro is second. Everywhere else, both the price and the lead time change substantially, and the number of carriers that can genuinely reach a given building drops fast.
