A volumetric attack works by filling your circuit. Once the pipe is saturated, nothing you do at your own firewall helps, because the damage happened upstream of it. Protection therefore has to happen before the traffic reaches your access circuit — which is why it is a network service and not a device you install.
All of your traffic passes through the scrubbing infrastructure continuously. Attacks are mitigated immediately with no switching delay. The cost is that the path is always slightly longer, and you pay for the capacity whether or not you are attacked.
Traffic follows the normal path until an attack is detected, then routing is diverted to the scrubbing centre. Cheaper, and the delay between detection and diversion is the exposure you are accepting. For most businesses that is a reasonable trade; for a payment platform it may not be.
Scrubbing capacity inside Brazil keeps mitigation local: traffic does not have to cross an ocean and come back, which matters both for latency and for how quickly the attack is absorbed. Where the scrubbing happens is worth asking about explicitly.
